CoLP Eastern Base (Middlesex Street Estate)

An iconic estate in the City of London required in-depth resident liaison and planning consultation to facilitate the expansion of City of London Police. Through many phases, Comm Comm UK has worked closely with a wide range of stakeholders to support the project, which has delivered a new podium garden and gym for residents.

Our role:

  • S105 consultation

Existing site:

  • 1970’s housing estate, of architectural interest. Middlesex Street Estates includes Petticoat Tower, a high-rise block with a total of 88 flats over 23 floors; Petticoat Square has a total of 146 flats and maisonettes, surrounding the landscaped podium area.

  • Commercial units at street level around the perimeter of the estate and a basement, ground floor and (currently) disused first floor car park.

Scheme deliverables:

  • Development of an expanded police base in the car parks of the estate.

  • Resurfaced and refurbished podium

  • Community garden room

  • Residents’ gym; new planting

  • Improvements to the MUGA

  • Increased security and CCTV

  • New interactive window displays on Gravel Lane.

Communications undertaken:

  • S105 consultation

  • Resident surveys

  • Community and public meetings

  • Formation of a Community Steering Group

  • Door-knocking sessions

  • Public consultation event (May 2023)

  • Feedback loops and various consultation reports

  • Workshops on key themes (podium design, planting, CCTV, lighting)

  • Liaison with key community groups, including commercial tenants, the gardening club and Resident Associations

  • Organisation of the monthly CSG

  • Supporting the contractor (Neilcott) with constructions comms

  • Production of a monthly construction newsletter

  • Hosting and updating the project website.

Status of scheme:

  • Construction of the base is underway and expected to be finished in early 2026.
